Kazakhstani climate change mitigation program (KAZCCMP) USAID has conducted regular meeting featuring Forum of verifiers in order to discuss topical issues concerning changes in the legislation of the Republic of Kazakhstan regarding the requirements for verifiers under accreditation procedure at NCA venue on February 21, 2017.

Verifiers, NCA representatives, RSE “KazISS” and JSC “Zhasyl damu” participated in the discussions.

     During the forum Tatjana Strelkova, the head of the Department on evaluating certification agencies of products and managing services on conformance evaluation, gave an overview of the process and requirements for accreditation in 2017. Dauren Dosymbek, Analyst for the World Bank project, JSC “Zhasyl damu”, has provided information regarding Ministry of energy of RoK and the World Bank project on developing an electronic platform, reporting on greenhouse gas emissions and supporting appropriate institutional and legal bases in Kazakhstan.

The Forum was aimed at integrating verifiers, administrators of GHG verification program and council for accreditation in order to:

  • Discuss changes in the legislation of Kazakhstan regarding the requirements for reporting, verification and accreditation in 2017;
  • Ensure cooperation between the competent authority and verifiers;
  • Discuss single approaches to forms of reporting and concluding on verification

ANNOUNCEMENT

JSC "Zhasyl Damu" reports that re-bidding on hazardous waste disposal recognized by the court's decision as enrolled at the Republican property in Mangistau region (oil sludge located near Zhanaozen city in the CPF area of 130.0748 ha, in the MI-3 of 2.4296 ha, and on the territory of the former industrial water intake of 859.3 ha in Alybsenomansk) is declared invalid, the Tender Committee recommended to sign an agreement with LLP "Ecoorientir" on the basis of negotiations and conditions acceptable to the authorized agency rather than those proposed by it in the bid.

Kazakhstan Develops Online Platform for GHG Reporting

ASTANA, The World Bank, January 26, 2017 – Today the Ministry of Energy of the Republic of Kazakhstan and the World Bank launched a new project aimed to design and develop Kazakhstan’s greenhouse gases (GHG) electronic reporting platform and its supporting institutional and legal frameworks.

“Since 2013, the facilities in the power, oil & gas, industry sectors in Kazakhstan report on CO2, CH4, N2O, and PFCs emissions in hard copy. Transitioning to an electronic compliance system will help improve the quality and efficiency of the data for better policy making,” said Olzhas Agabekov, Acting Director of Climate Change Department in the Ministry of Energy of the Republic of Kazakhstan.

The electronic platform (so-called “cadaster”) will enable the online submission of GHG data by Kazakhstan’s major emitters, in accordance with the new amendments to the country’s Environmental Code. The Code foresees the development of such system to help facility operators submit their GHG emission reports online, third-party verifiers confirm the accuracy of the data collected, and the GHG program administrator (Joint Stock Company “Zhasyl Damu”) and its regulator (the Committee on Ecological Regulation and Control and Climate Change Department under the Ministry of Energy) automatically ensure compliance with corporate reporting obligations. The system is expected to become fully operational by the end of December 2017 which will in turn also support the relaunch Kazakhstan Emissions Trading System expected in January 2018.

At the event, experts from JSC “Zhasyl Damu”, the national operator of Kazakhstan trading scheme for greenhouse gas emissions (KZ ETS), and France’s Technical Center on Air Pollution and Greenhouse Gases (CITEPA) presented an analysis of the technical, legal and institutional requirements to develop and operationalize Kazakhstan’s cadaster platform, and solicited views of various local stakeholders participating in the event.

The project is supported by the World Bank’s Partnership for Market Readiness (PMR), which brings together more than 30 countries – collectively representing about 80% of global GHG emissions – to design and implement innovative policy instruments for climate change mitigation.

“A need for accurate and reliable GHG data has become even more important as countries work to implement the Paris Agreement and achieve their post-2020 mitigation targets. We commend Kazakhstan for leading the way in ensuring transparency and accountability of GHG emissions from key sectors of its economy,” said Craig Meisner, Senior Environmental Economist at the World Bank and PMR Project Lead.

Representing the PMR, Pierre Guigon, World Bank Environmental Specialist, said “developing robust and reliable GHG data management infrastructure is an often resource and time-intensive process. Our report on “Greenhouse Gas Data Management: Building Systems for Corporate/Facility-Level Reporting” provides Kazakhstan with unique “how-to” guidance based on the experience and lessons learned from other countries – such as Chile, China, Germany, Mexico, South Africa, Turkey, and the US.”

Applications to participate in the tender get accepted from the date of publishing the announcement and till 1 p.m. on January 19, 2017.

Proposals are accepted till 3 p.m. on January 30, 2017.

Terms of the tender on hazardous waste disposal, recognized by the court’s decision as enrolled at the Republican property

These terms of the tender on “Unowned hazardous waste disposal recognized by the court’s decision as enrolled at the Republican property” are developed in accordance with Rules for managing unowned hazardous wastes recognized by the court's decision as enrolled at the Republican property, approved by order of the Minister of Energy of the Republic of Kazakhstan No. 229 dated March 20, 2015 (hereinafter - the Rules), and determine the terms of open bidding on unowned hazardous waste disposal (hereinafter - waste), recognized by the court’s decision as enrolled at the Republican property (further - Tender).

1. Waste is disposed by the joint-stock company “Zhasyl damu” (hereinafter - Organization) to legal and physical entities at a price not less than the estimated value determined in accordance with the current legislation on valuation activities of the Republic of Kazakhstan.

2. Organization provides potential tender participants with the copies of the documents regarding bidding waste facility that is free of charge.

3. The package of documents is submitted on the basis of a potential bidder’s written request by the Secretary of the Tender Committee at the following address: room 1532, Astana, 29 Syganak st., Astana, Republic of Kazakhstan, tel. No.: 8 7172 768255.

4. It is an open bidding and is among unlimited number of participants.

5. Application for tender participation shall be in accordance with Annex 2 to the Rules.

6. 10. The date of the tender holding is appointed by the Organization.

These tender terms on “Disposing ownerless hazardous wastes recognized by the court's decision submitted to the Republican property” are developed in accordance with the Rules for managing ownerless hazardous wastes recognized by the court's decision submitted to Republican property, approved by order No. 229 of the Minister of Energy of the Republic of Kazakhstan as of March 20, 2015 (hereinafter - the Rules), and determine terms of carrying out open bidding on disposing ownerless hazardous wastes (hereinafter – waste) recognized by the court’s decision submitted to the Republican property (hereinafter – Tender).
